We were quite concerned and tried to ensure the platform would cause minimal issues to<br />
the vistas and vegetation. When Tweed Shire Council insisted the structure must be anchored<br />
with footings and be of timber construction the idea of low set rock paving was dismissed.<br />
We were successful in getting a significant increase in seating capacity and the concept of angling<br />
seats to different quadrants of the horizon was accepted. The last photo illustrates that the native grasses have returned and are flourishing.<br />

Late in August (before too many snakes had started to get active) I again ventured over Round Mountain. I really cannot recommend a trail which is safe enough for the general public. Yes I loved the adventure, many wildflowers and I scoured the slopes for a hint of track to make it easier, but nothing came easy. Rewarding vistas were readily available to the hinterland, over Cudgen Lake and over Bogangar. The Round Mountain trig point marker had been damaged and the mountain is littered with hazards in the form of fallen branches ankle twisting rocks hidden under flattened grass but thankfully no snakes. Knowing how arduous the summit climb is, I now think that we should concentrate on defining a trail to the smaller hilltop closer to the village. Judy Ros and Gary have left some marker tape leading to the smaller hill. Before we add this as a trail we hope to find the safest route. I have some pictures from both hilltops for you to compare. Apologies for the picture quality but I only took my phone this time.<br />

<span style="font-family: Times New Roman;"><b><u>DESCRIPTION</u></b>: A fairly easy walk through
Melaleuca Forest. There are obstacles on the track including many fallen trees
that need to be climbed over. There are no sign posts, however the track is easy
to follow.</span></div>

boat ramp. Stage 1 is a flat, sandy track following the edge of the lake,
behind Cabarita Lake Apartments. A small inlet needs to be traversed at this
point. This can become boggy following rain. Continue along the lake’s edge
climbing over fallen timber.</span></li>
<li class="MsoNormal" style="margin: 0cm 0cm 0pt; mso-list: l0 level1 lfo1; tab-stops: list 36.0pt;"><span style="font-family: Times New Roman;">The trail will connect with an
old Fire Trail after approx 1.15km. Turn left onto this trail and you will
arrive at a cleared beach on the edge of the lake. There are superb views of
both the Lake and Mt Warning. A great spot for a swim on a hot day or bird
watching.</span></li>
<li class="MsoNormal" style="margin: 0cm 0cm 0pt; mso-list: l0 level1 lfo1; tab-stops: list 36.0pt;"><span style="font-family: Times New Roman;">Retrace your steps back along the
Fire Trail (heading East) passing the track you arrived on. Approx 200m along
the Fire Trail you will see the Bush Chapel on your right. This originally
belonged to Wollumbin Scout Camp and provides a beautiful spot for a
picnic.</span></li>
<li class="MsoNormal" style="margin: 0cm 0cm 0pt; mso-list: l0 level1 lfo1; tab-stops: list 36.0pt;"><span style="font-family: Times New Roman;">The track now becomes harder to
follow; head south from the Bush Chapel and you will see markers in the trees
and logs marking the track on the ground. Approx 100m from the Chapel you turn
right at a burnt tree stump; a further 100m you will see a turn on your right
which will lead you back to the original track or continue straight along
coming out again at Cabarita Lake Apartments.</span></li>

NOTICE OF MOTION:<br />
Councillor B Longland moves that Council provides $5,000 towards the cost of completing a<br />
study and report on opportunities for the expansion of walking trails in the Tweed Shire, with the project to be managed by Destination Tweed.<br />
<br />
With the current closure of a number of the Tweed's walking trails, including the Mount<br />
Warning Track, and the impact this is having on local business, it is timely to review the<br />
region's ability and capacity to position itself as a centre for soft adventure tourism.<br />
A study on the trails; what we have, what we can do and what needs to be done, will greatly assist in<br />
our understanding of our current position and inventory, as well as providing the rationale<br />
and supporting documentation for grant funding applications.<br />
<br />
The cost of a study and report is estimated by Destination Tweed (DT) to be $30,000, with funding of $15,000 from Destination Tweed and $10,000 from the Caldera Institute.<br />

My initial reaction to this plan, though it is professional and appears attractive, is that it is an overdevelopment of the site. In launching the idea initially I was really only interested in tidying up that first area as you arrive on the site and provide a zone for people to stop ,sit and hopefully choose to go no further.This zone measures about 15m beyond the last bit of boardwalk. (lets call it the scuzzy area!) I envisaged a boardwalk and seating there.The existing plans looks great for that area! I like it very much. </div>

The rest of the site, should, in my mind, remain informal. This east facing bluff of the headland is actually a rather small site, very wild and wooly, I would want to retain that wildness, that essence. I just received the message below from Suzi asking for our opinion on signage topic, plus help to gather pictures and text that would be displayed.<br />
<br />
In my opinion I'd like one of the signs to be a map of the walking trails in the area to be on display in the Pandanus precinct. I'd also like some historical information on the village and surrounds.<br />

Can you please respond with what topics you think would be interesting and if you are available to help design the signs?<br />

I regularly see the cockatoo birds with yellow tips and tails in the heath behind Ti-Tree Ave, but think it's only spring and summer they are here. They eat the flowers in our silky oak and neighbours gum.<br />
<br />
I've also seen the ones with the red under their wings down at the Hastings end of the land behind the beach. Near the lagoon with disused picnic tables.<br />

Anthony and Nick attended a site meeting with Rod and Neil from TSC on friday 12th<br />

Nick arranged to meet with Dan Plummer - Landscape Architect on monday 15th.<br />
Dan has offered to do a concept sketch at no charge and we hope that with quick feedback<br />
it will be possible to mould this into a point of discussion design suitable for TSC to proceed with some costings.<br />
Mike attended that on site discussion as the Caba Trails subcommittee rep.<br />
<br />
Traffic from the boardwalk has concentrated the erosion at the viewing area near the crest of Norries Headland. Our aim as outlined to Dan is to work with TSC to secure a State Govt grant to allow an improved viewing area to be designed and constructed.<br />
<br />
Concept to be sustainable - balance amenity, cost , durability, future maintenance<br />
Must be low impact especially visually<br />
Try to merge low terrace design with existing contours<br />
Provide pockets for seating of small groups<br />
Lead additional visitors around (behind) visitors who are already seated.<br />
Try to cater for those who wish to take in the view from the crest as well as those who prefer to be seated in a more protected situation and those who just want to do stretches or tai chi.<br />
Consider a staging of the development (for cost reasons)<br />
<br />
Nick will onforward sketches/ notes from Dan for our consideration/input with the aim of reaching that point by about Thursday.<br />

In terms of the next steps for the group beyond that we still need to work our way through the walks we have prioritised in our <a href="http://cabatrails.blogspot.com.au/2012/08/trails-master-plan.html" target="_blank">meeting back in August</a> at the Surf Club.<br />

That is we walk the trails and detail what improvements are required from our point of view.<br />

Nick rightly points out that our point of view may be very different and difficult to achieve with so many passionate stakeholders in places like the southern and lake precinct.<br />

Nick was meeting Geoff Provest today and mentioned the whale watching platform. Geoff talked about a grant scheme he thought we must apply for as it he supports the concept of a platform atop Norries.</div>

<li>Keiran advised that he has surveyed the Littoral forest and identified over 200 native species. This constitutes a precious biodiversity locality. Interpretive signs re this flora would help to educate our community and enhance our levels of respect and care for this region. He indicated that council has a bush futures officer who may be able to link us to some resources for this purpose.</li>
<li>Mention was made that some History of the Littoral Forest may be gleaned by contacting the author of a book about the region. (lives in Palm Ave right next to the foreshore)</li>
<li>Keiran informed us that the Littoral Forest is regenerating itself and that our actions should be to identify the major issues that affect sustainability, safety or aesthetics so that the ecosystems can hold up under the pressure.</li>
<li>The walkways skirting the headland carpark are becoming a problem.(issue safety and sustainability) Walkers in this region try to keep their separation from the traffic / parking area. </li>

<li>The frail nature of the soils combined with high rainfall and increased numbers of walkers have created several eroded goat tracks of dubious safety. Paths following the contours of the hill could help give separation and safety without compromising the aesthetics.</li>

<li>Erosion at the foot of the Casuarina tree at the edge of the car park could start to jeopardise this tree soon.</li>
<li>Hopefully council signage in this car parking region can be kept at low levels to ensure the sea vistas are not degraded.</li>

<li>The trail through Lions Park is another meeting point which could be home to an interpretive sign showing an overview of walking trails and options for visitors and residents. <li>The boardwalk itself was once covered in green paint and needs to be redone to prevent corrosion of some of the major bolts holding the structure together. If it fails or degrades to the point of being unusable that would be a major loss of amenity to the local and tourist users.</li>

<li>There was considerable debate re the crest of Norries headland. On stepping off the last of the boardwalk, erosion and level changes are becoming severe. The natural rock becoming more exposed is a tripping hazard. </li>

<li>Should our group play a role in trying to draw attention to these issues? Have we the confidence that council will provide ongoing monitoring and maintenance of these points of issue. Keiran suggested this viewing platform if properly constructed from local stone and comprising a couple of terraced levels suitable for seating, may define a small area for crowd control and reduce (not eliminate) the impact of the meandering spread of damage over the top of the headland. </li>
