Whale Watching Platform Design

We have an opportunity to put our final design concept directly to the TSC Construction Planning team at a site meeting. Interested parties are welcome.

Appointment on Norries Headland
 
It was resolved at our last meeting to prepare a written brief as an adjunct to Dan Plummer's Concept plan.
The NSW Govt grant matched by TSC work and project management means about two thirds of the plan may be affordable.
 
Our brief is couched in generic terms so that management of labour coordination, materials handling and protection of the environment is left to those best able ensure the best outcome.
 
1 AMENITY Build a low level terrace / deck of minimal visual impact. No hand rails.
 
2 SAFETY Minimize trip hazards and height of deck. Visitors will include small children and elderly.
 
3 SUSTAINABLE Balance of amenity, cost, durability,
future maintenance.
 
4 FUNCTION Anticipate the movement of people at this lookout. eg lead additional visitors around (behind) those already seated. Best views are to the east and south so try to pitch seating to different quadrants of this panorama. Provide comfortable seats. Anticipate that some visitors will want to venture further than the platform.
Interpretive signage may inform visitors of Whale Migration also of Major Landmarks-Cape Byron, Hastings Point, Woolumbin - Mt Warning, Kingscliff 
 
5 RESPECT  and ensure the beauty of this point,its natural wild exposed ruggedness is not spoilt.

Minutes of Meting 9th July 2013

Discussions 1 Thank you to Ant and Luke for driving the activity of the
                        group over the past year.
             
                     2 Update re Whale watching platform. Community Building Grant
                       was successful and funds have arrived into Caba SLSC account.
                       TSC Rod Keevers has conducted an inspection of the site to assess the potential environmental impacts. He feels the themeda grasses impacted can be managed in the site works. Our group will be included in a further site visit/ discussion of DA.
ACTION mike to advise group of date and time of that meeting. Mike also to prepare a description of the design concept that our group had agreed upon.
 
                       3 Faye advised that Dunecare have allowed for one of the signs they are having made to be dedicated to the Whale migration information. Faye said she will ask Suzi to do a mock up of a concept and forward that to us for comment/ input.
 
                       4 Destination Tweed and TSC are collaborating on assessing Recreational Trails. Several press reports suggest Bill Tatchell and Barry Longland are key drivers for this report. ACTION mike to contact Destination Tweed .
 
                       5 Networking ACTION Ant to explore connections with Pony Club and Mountain Bike Groups . Mike to attend the CEDC meetings.
 
                       6 Refocussing. The group has been distracted by the Whale Watching Platform. Resolved to recommence the auditing of our priority trails.

$30,000 study into Tweed Trails

CNL-13 [NOM-Cr B Longland] Walking Trails Within the Tweed Shire

NOTICE OF MOTION:
Councillor B Longland moves that Council provides $5,000 towards the cost of completing a
study and report on opportunities for the expansion of walking trails in the Tweed Shire, with the project to be managed by Destination Tweed.

With the current closure of a number of the Tweed's walking trails, including the Mount
Warning Track, and the impact this is having on local business, it is timely to review the
region's ability and capacity to position itself as a centre for soft adventure tourism.
A study on the trails; what we have, what we can do and what needs to be done, will greatly assist in
our understanding of our current position and inventory, as well as providing the rationale
and supporting documentation for grant funding applications.

The cost of a study and report is estimated by Destination Tweed (DT) to be $30,000, with funding of $15,000 from Destination Tweed and $10,000 from the Caldera Institute.

Opinion / Support Request from Cabarita Beach /Bogangar Residents' Association


Hi everyone.

I just received the message below from Suzi asking for our opinion on signage topic, plus help to gather pictures and text that would be displayed.

In my opinion I'd like one of the signs to be a map of the walking trails in the area to be on display in the Pandanus precinct. I'd also like some historical information on the village and surrounds.

Can you please respond with what topics you think would be interesting and if you are available to help design the signs?

Dear Anthony

As you know our association has received funding to design, in conjunction with Tweed Shire Council and Cabarita Dune Care, 20 signs on the Caba beach area - particularly Cabarita Hill and the park there.  6 will be large (the same size as the current Rocky Shores one) and 14 will be small A5 size.

We are seeking input (and approval) for our ideas.

I've asked Patrick about this one
One of the large ones  we thought would be valuable would explain Coastal Processes - particularly Dunes and rips.

I am asking for your opinion on this, and, if you or someone from the club would like to collaborate with us on the information gathered for the sign.

What do you Anthony and the Trails group think?

The other large ones  would be 
1. Flora in the area (including pandanus, banksia, Nodding orchid, Calitris Pines)
2. Fauna in the area (inlcuding Glossie Black cocokatoos, Microbats, Reptiles, Bandicoots, Green se Turtles, Brahminy Kite)
3. Whales (placed on the cliff top after the new boardwalk is extended.)
4. The Littoral Rainforest sign would be reproduced and we would get 2 - one for main beach entrance and one for Cabarita Hill.

The small ones would identify specific Bush Tucker plants on the track to Goanna Track.

So Anthony and group - do these topics for signs seem a good idea to you?  
We have said in our application we would liaise with groups in Caba - however we feel very happy steaming ahead with Dune Care.

Is there anyone reliable & competent you can think of who would be good to liaise with to gather pictures and wording?

Minutes of Meeting April 11

Purpose of meeting was to elect the new leader.

Mike won unopposed and has full support of everyone for the 12 month tenure from June 1st.

(Mike is overseas till then.)

Concerns raised about clearing land 10 meters wide alongside the power lines.
Need to find out more about this.

Anthony & Luke will progress relationship building and networking with Tweed Tourism till Mike takes over.

Action: Anthony to arrange a meeting with Anne Duke. (Sent message this morning)

Norries Headland Whale Watching Platform Update

Hi guys, I have still not worked the blog out so i will give this update and one of you may update the blog:

I had another meeting with Rod Keevers from TSc on site today with Dans sketch ( tried to get a hold of mike without success )

rod then met with the TSC carpenter on site and spoke to myself and Dan Plummer over the phone.

TSC have decided to embrace Dans sketch with the following changes:

1, instead of paving, the current seat will be replaced by a 3x3mt timber deck with a seat built in at the back with seperate steps in and out

2. the decks dan has suggested will now only be 3x4mts and 3x3mts with seats built into them to avoid them being too big and requiring a handrail


next steps:

1. TSC are costing the above project and hope to have it done by friday

2.Dan is going to amend his sketch and have it to us by monday

3. hopefully anthony can log in to the grant site tomorrow and start writing

4. i have spoken to Jane Lofthouse from TSC as well and she will provide us with written owners consent to lodge the grant

Update 10 October 2012

Just a quick post to share info for people not in attendance.

Meeting held last night chaired by Luke Porter who is currently leading the group.

Attending was Luke, Nick, Faye, Mike, Sandra, Graeme and myself.

Luke please correct me if I write anything wrong

Purpose of meeting was to be clear on messages want to put forward to council staff in a meeting at the top of the Headland on 19/10 at 10.30 am

We affirmed the highest priority for us is the viewing platform at the top of Norries.

We don't need to have a design concept as the experts will have one.

(Please leave your comments below if you have a point of view on this as I like Kieran's idea of a low flat rock terrace with sitting space to 12 bums. Sort of similar to the space on the Belongil to Byron Light house walk where the trail takes a 90 degree bend.)


The minutes from the Meeting / Walk 18th August list other priorities to make the walk attractive and safe to locals and tourists.

Mike, Nick & I will attend the meeting on the 19th.

We will just print out the blog post from the 18 Aug and pass that on by way of reference.

Mike tabled a great document in regards to where we have been, where we are at where to.

Mike's discussion document is linked here.

This is aligned to our thinking but the major point for mine was what level of integration do we want to have with the council. ( I guess answer is as much as the community needs.) Thanks for shifting our thinking Mike.

There is likely to be another meeting with senior council staff regarding the broader group activity at a later stage.

Nick is going to arrange that and Mike will go to that meeting with another representative.

In terms of the next steps for the group beyond that we still need to work our way through the walks we have prioritised in our meeting back in August at the Surf Club.

That is we walk the trails and detail what improvements are required from our point of view.

Nick rightly points out that our point of view may be very different and difficult to achieve with so many passionate stakeholders in places like the southern and lake precinct.

Pushing onwards we plan to meet at the headland carpark on Saturday 20 October at 9.30 am to walk to Hastings and back.

Can you please tell anyone interested to meet us at the start of the bush tracker trail?

Lastly ... and in breaking news .....

Nick was meeting Geoff Provest today and mentioned the whale watching platform. Geoff talked about  a grant scheme he thought we must apply for as it he supports the concept of a platform atop Norries.

Details of the NSW community building grant scheme are at this link and it could be worth $15K towards the platform.

We just need to apply under banner of a registered organisation such as the Surf Club / Dune Care etc and detail the scope, timeline and cost for the project.

Nick has a landscape architect that can help with scope, time and cost so if you have an opinion on what / how you think the platform would be please comment below so it can be taken into consideration.

Mike, Nick and I (reluctantly) are going to meet at the pub tomorrow night to discuss should we go ahead with the grant in such a rushed timeframe with little consultation or wait / possibly miss out.

Meeting - Walk 18th August

Task  -  To review the condition of the trail - From Pandanus Ave over Cabarita Hill and to Norries Headland.

The following is a list of points for discussion concerning the trail in question. These were my notes but as there was frequent separation into small groups I suggest other points be added by others to supplement these notes.




  • There is a trail sign at the end of Pandanus Ave. It was suggested that this may be an excellent site for a supplementary sign to give an overview of the numerous recreational walking trails in Cabarita Beach / Bogangar.
  • Heading south the first viewing platform requires some maintenance , repair of the stainless steel wire balustrade and Oiling of the decking timbers and handrails. (issue - safety and amenity)
  • The first garden bed near this platform is very disappointing and should be replanted with native species to enhance the commencement of this trail.
  • It was obvious that the homeowners above the hotel or hotel gardeners are dumping garden cuttings adjacent to the path. This has allowed non indigenous plants and weeds to escape and degrade the slope. (issue - bush integrity)
  • The path has been substantially damaged below the Norfolk Island Pine and needs lifting levelling and relaying (issue - safety)
  • There are some safety hazards like the tree branch stump facing down being able to strike someone in the head. White paint on the edge of the steps could be redone.
  • Keiran advised that he has surveyed the Littoral forest and identified over 200 native species. This constitutes a precious biodiversity locality. Interpretive signs re this flora would help to educate our community and enhance our levels of respect and care for this region. He indicated that council has a bush futures officer who may be able to link us to some resources for this purpose.
  • Mention was made that some History of the Littoral Forest may be gleaned by contacting the author of a book about the region. (lives in Palm Ave right next to the foreshore)
  • Keiran informed us that the Littoral Forest is regenerating itself and that our actions should be to identify the major issues that affect sustainability, safety or aesthetics so that the ecosystems can hold up under the pressure.
  • The walkways skirting the headland carpark are becoming a problem.(issue safety and sustainability) Walkers in this region try to keep their separation from the traffic / parking area. 
  • The frail nature of the soils combined with high rainfall and increased numbers of walkers have created several eroded goat tracks of dubious safety. Paths following the contours of the hill could help give separation and safety without compromising the aesthetics.
  • Erosion at the foot of the Casuarina tree at the edge of the car park could start to jeopardise this tree soon.
  • Hopefully council signage in this car parking region can be kept at low levels to ensure the sea vistas are not degraded.
  • The trail through Lions Park is another meeting point which could be home to an interpretive sign showing an overview of walking trails and options for visitors and residents. Some mentioned the foot of the boardwalk as a possible site.
  • The coucil is currently working on restoring the fencing leading to the boardwalk at the base of Norries headland.
  • The midden site might be be restored as part of this work.
  • The flowers on the headland are quite susceptible to damage from people stepping off the boardwalk.
  • The grass on the headland is a special kind of coastal grass. (Kieran made a comment about this being rare. Ant)
  • The boardwalk itself was once covered in green paint and needs to be redone to prevent corrosion of some of the major bolts holding the structure together. If it fails or degrades to the point of being unusable that would be a major loss of amenity to the local and tourist users.
  • There was considerable debate re the crest of Norries headland. On stepping off the last of the boardwalk, erosion and level changes are becoming severe. The natural rock becoming more exposed is a tripping hazard. 
  • Should our group play a role in trying to draw attention to these issues? Have we the confidence that council will provide ongoing monitoring and maintenance of these points of issue. Keiran suggested this viewing platform if properly constructed from local stone and comprising a couple of terraced levels suitable for seating, may define a small area for crowd control and reduce (not eliminate) the impact of the meandering spread of damage over the top of the headland.

Purpose of Meeting

To Review progress on past actions, discuss any new issues or information and decide next steps.

Past Actions

  1. Locate current maps produced by NPWS "Cudgen Nature Reserve Plan of Management" - Graeme Waugh. (Complete - See images in 17 June Minutes) 
  2. Locate Rural Fire Service Trail Maps for area - Anthony Idle (Complete - consulted local fiery and they said they use the Topographical Maps rather than dedicated maps)
  3. Locate Maps of areas from Tweed Shire Council - Ron Hankin (Complete - Ron found some really simple examples of Walk Guide brochures at the Tweed Council, plus copies of cycleway maps. The cycleway maps seem incomplete and really don't form a circuit. They are also only concrete / bitumen style cycleways.) 
  4. Buy a topographical map of area - Anthony Idle (Complete - bought two copies if anyone needs to borrow / use just ask)
  5. Discuss location of Cudgen Lake trails with Magpie - Luke Porter (Luke is organising a meeting with Lake Precinct people and Magpie for a couple of weeks time on a Saturday morning.)

Lakes Precinct 

  • Intend to organise a joint meeting with Camp Wollumbin group shortly.
  • Groups preferred date time is 10 am on 14 July. Alternative is 21st.
  • Caretaker of Camp Wollumbin is Dave the Club's greenskeeper.

Western Precinct

  • -

Village Precinct

  • Mike reported that there is access pretty much from behind the pond between Poinciana and Penda Ct all the way north to Clothiers Creek Rd.
  • Luke & Nick said there was possible funding available immediately through the Lions club if we want to do something with the trail between Pandanus Parade and Norries Headland. 
  • Agreed would be good to walk this trail the same day walk Camp Wollumbin trails.

Southern Precinct

Cabarita Beach Dunecare has just purchased a good quality Garmin GPS (GPSMAP62) Garmin GPSMAP62 specifications

We would like to 'loan' this device to the 'Trail-ers' so you can accurately map your ideas.

Apparently, Garmin has some free software called Basecamp Basecamp specifications which looks like it might be useful.

How to Label and Link a Post to a Page

South Precinct Heath biodiversity rising above past fires.
The idea of this post is to explain how the collection of posts and pages will be linked together by a labelling structure.

The analogy to think of is that of a tree.

The pages are the branches and we will stick leaves on (blog posts) using labels (sap?) to attach them to the right branch.

I expect we will have a lot of photos and videos created so it should look spectacular cataloging and capturing all the interesting bits and pieces of our unique trails.

For example the photo above is this posts feature image which I have captioned. I have added all the available labels excluding "admin" which is just for minutes and I guess training type posts like this one.

If I really wanted to label the post about the diversity of the heath accurately I would put a cross in the 3 boxes below. So it really should just be labelled "Southern Precinct", "POI", "Photos" and "Flora".

To link the post to page I would create something called Anchor Text (say Heath Biodiversity) in three spots under each heading on the Southern Precinct page, then hyperlink the post to the page in the three  spots. See example below.




Don't worry I will need to

  1. Show how to do it in person, 
  2. Then do it together, 
  3. Then I should watch you do it by yourself. 

After doing it three times this way together you will have the hang of it.

PS This is only a draft structure I should add. We can change it to what ever you think best suits but I'm just taking the lead to create something to start with.
